Applicant would like to preserve the ability of one of the lots to either use Dawson or Denver aquifer water when it develops. Please update the WSIS and Water Resources Report to do the following:
1. Identify which lot is restricted to using the Denver and which lot will have the choice of Dawson or Denver.
2. Because only 0.42 AF/year is available from the Dawson, the lot which may use it must have an estimated demand of no more than that amount. Both the WSIS and Water Resource Report must reflect this revised demand.
3. In various places on pp. 3-4 of the Water Resource Report, the minimum estimated use is 0.25 AF annually. The presumptive use value, which is also accurately reflected in the WSIS, is 0.26 AF/year for household use. Please correct the Water Resource Report accordingly.

With this referral, we received the Final Plat (LWA Land Surveying, Inc., October 16, 2023) and Soil and Geology Study (Rocky Mountain Group (RMG), January 11, 2024). During the previous referral, CGS reviewed the Soils Report (A Better Soil Solution, June 21, 2023).

RMG’s geologic interpretation, identification of geologic hazards and engineering constraints associated with the site, and their proposed mitigation for these conditions are valid. CGS has no objection to approval provided RMG’s and A Better Soil Solution’s recommendations are strictly adhered to. CGS offers the following comments and recommendations.

RMG recommends (page 13), “if future construction is proposed in the “No Build” zone, slope stability analysis should be considered to determine the slopes have adequate factors of safety.” CGS recommends a building setback from the steep slopes be established and shown on the final plat. CGS agrees with RMG: “Long term cut slopes in the upper soil should be limited to no steeper than 3:1, horizontal to vertical.”

RMG or A Better Soil Solution did not encounter groundwater in their borings/pits to depths ranging from 8 to 15 feet below grade. The test borings were not measured subsequent to drilling in June 2023. RMG states (page 13), “a 4 to 6-foot fluctuation in groundwater levels (perched on or contained within the underlying bedrock) is anticipated” and “Based on the absence of groundwater at the time of drilling and the surrounding topography, shallow foundations are anticipated to have more than 6 feet separation from underlying seasonally fluctuating groundwater.” However, if full basement levels are planned for the proposed residences, the county should require borings to depths of at least 20 feet, constructed as monitoring wells, to measure the fluctuations in groundwater levels.

"The submitted soils report (A Better Soil Solution, June 21, 2023) does not discuss the site geology nor directly discuss the potential geologic hazards and constraints associated with the site. Per Appendix C of the El Paso County Engineering Criteria Manual and Section 8.4.9 of the El Paso County Land Development Code, a geologic hazard study should be performed. Two areas are designated on the final plat as “no-build slope area” due to steep slopes. Before acceptance of the plat, CGS recommends the county require a geologic hazard report addressing the geologic hazards and constraints associated with the site with a note listing these hazards and constraints along with mitigation measures shown on the plat.

The Colorado State Forest Service recommends that all forested acres be mitigated to reduce the risk of wildfire and that defensible space be created for each dwelling using the standards in the CSFS "Home Ignition Zone Guide" (formerly known as "Quick Guide FIRE 2012-1: Protecting Your Home From Wildfire") located on the Colorado State Forest Service website.
