Comments from 8/3/23 have not bee adequately addressed. To provide further clarification:
1. The commitment letter must identify in terms of annual acre-feet how much water the service provider is committing to serve the subdivision.
2. The WSIS must identify the amount of commercial square footage to be supplied, not the square footage of the land.
3. The Water Resources Report must provide specific information for this office to independently review regarding WHMD’s sources and total amounts of water supply and existing water service commitments. Reliance on a summary statement in the DWR letter does not meet Code requirements.

Colorado Parks and Wildlife (CPW) has reviewed the plans for the Bent Grass Replat in El Paso County. Colorado Parks and Wildlife (CPW) is in receipt of the above-referenced permit application and is familiar with the site. Based both on the location and type of action that has been taken CPW anticipates that the impacts to the wildlife resource from this project would be negligible.

Before County Attorney can review for water sufficiency the following must be resolved:
1. The water service commitment letter must correctly identify the plat name, commit to serving all lots within the subdivision rather than just one lot, and identify the total annual amount of water committed to serve the subdivision.
2. The WSIS must identify the amount of commercial square footage in Section 9.
3. The WRR does not meet the requirements set forth in Section 8.4.7 of the Land Development Code. At a minimum, the amount of commercial square footage in the subdivision and information about the District’s sources of water and amounts thereof and existing water commitments must be added.

With this referral, we received the Letter of Intent (MS Civil Consultants, Inc., June 20, 2023), Final Plat (MS Civil Consultants, Inc., May 31, 2023), Subsurface Soil Investigation (SSI) (Entech Engineering, Inc., September 23, 2023), and other documents.

Available geologic mapping (Geologic Map of the Falcon 7.5 Quadrangle, Morgan, M.L. and White, J.L., 2012, CGS OF-12-05) indicates the site soils and bedrock are Alluvium one and three underlain by the Black Squirrel Formation. Per Appendix C of the El Paso County Engineering Criteria Manual and Section 8.4.9 of the El Paso County Land Development Code, a geologic hazard study should be performed. Entech’s SSI does not directly discuss the potential geologic hazards associated with the site. Even so, the project site is outside the FEMA floodplain, does not contain steep slopes, and is not exposed to any geologic hazard that would preclude the proposed commercial development. Provided a geologic hazard report has been prepared per the El Paso County Land Development Code, CGS has no objection to approval.

CGS recommends a note be included on the final plat referencing the geologic hazard study and listing the geologic hazards associated with the site.

2. FINAL PLAT:
a. Enumerations will review the pre-plat (mylar) prior to plat for address placement, street names, and title block.
b. A $10.00 per lot and tract platting fee will be due at the time of the review of the pre-plat, (two addresses per lot and tract). If an address is not needed on a tract then no fee applies. Check should be made out to PIKES PEAK REGIONAL BUILDING DEPARTMENT or PPRBD. Paid directly to the Enumerations Department. As of September 28th, 2022, an additional over the phone transaction fee of 2.95% of the total transaction will apply for any credit card payment.
c. A copy of the final recorded plat is required prior to plan submittal for RESIDENTIAL. A copy of the final recorded plat is required prior to approval in the Enumerations department on any COMMERCIAL plan submittal. Please email the Enumerations staff member that reviewed your project. d. Pre-plat reviews can be reviewed via “pdf” or in-person. The pre-plat will be stamped by Enumerations for accuracy and returned to the applicant and the planner. All payments to be mailed to RBD via a check or credit card payment over the phone. Plats should not be recorded prior to Enumerations stamping the pre-plat and receiving payment of plat fees. If any pre-plat changes occur, even if changes do not apply to Enumerations, we still need to re-stamp the pre-plat. The Enumerations stamped pre-plat copy should match the recorded document minus a few signatures.
