As page 3 of the Preliminary Geology report (Front Range Geotechnical, Inc., October 5, 2006) states, “The subject site is relatively free from serious geologic hazards except as noted. The most significant hazard to the proposed subdivision is the potential for erosion.” Additionally, on page 5, “It is likely that considerable settlement or hydrocompaction may take place in these soils if very heavily loaded structures are placed upon them.” Although Front Range Geotechnical’s report is outdated, the conclusions and identification of geologic hazards and constraints are still valid. However, the test holes only extended to depths ranging from 10 to 12 feet. If basements or significant cuts are planned, these depths are not sufficient to properly characterize the subsurface materials. CGS recommends that the county require an updated geology and soil evaluation to evaluate the geologic constraints including test borings drilled to a sufficient depth (generally at least 20 feet) to determine groundwater and bedrock depths where both are likely to be shallow. If shallow groundwater is encountered or expected based on the subsurface conditions, the report should discuss the expected seasonal groundwater fluctuation expected at the site based on site-specific data and the feasibility of basements or other anticipated habitable below-grade space.

CGS agrees with Front Range Geotechnical (p. 5) that “a site investigation by a qualified soils engineer prior to the construction of foundations” be performed. This recommendation should be noted in the plat.

The Ellicott Fire Department requests that this application for a Phase #2 Final Plat be rejected. The Commitment letter used was the previous 2018 commitment letter for Phase #1. We belive the use of this commitment letter was diseptive since the current commitment letter has stipulations on Fire Protection water Supply and Access. The Fire Protection Report is also diseptive and incorect. Per my pervious discussions with the planning department the only approved for protection report fo the Ellicott Fire Department is contained in the body of the commitment letter. This is approve by the Fire District Attorney and Homeland Security. - Please provid the correct Commitment letter, a 30,000 Gallon Cister will be required, Proper driveway access will be reqired without andy shrp (hairpin) 90 degree turns. 1. The configuration has changed from the original layout. Before the area can be assigned addressing, Enumerations will need to see the overall layout. Please email to Amy Vanderbeek Amy@pprbd.org
2. Provide a 100-scale copy or larger of the entire APPROVED development plan (PUD) to this department so that addressing can be assigned. Once received, the development plan will be placed on a list to be addressed. Development plans that are not yet approved may be addressed; however additional plan review fees will accrue if changes are made to the D.P. after initial addressing.

3. Standard Final Plat comments:
a. Enumerations will review the pre-plat (mylar) prior to plat for address placement, street names, and title block.
b. A $10.00 per lot and tract platting fee will be due at the time of the review of the pre-plat, (two addresses per lot and tract). If an address is not needed on a tract then no fee applies. Check should be made out to PIKES PEAK REGIONAL BUILDING DEPARTMENT or PPRBD. Paid directly to the Enumerations Department. As of December 5th 2023, the fee for all credit/debit cards has changed from the flat 2.95% fee to the following: Over the phone Credit/Debit Card payments will be 2.3% and In-Person Debit Card payments will be 1.5% (in-person only).
c. A copy of the final recorded plat is required prior to plan submittal for RESIDENTIAL. A copy of the final recorded plat is required prior to approval in the Enumerations department on any COMMERCIAL plan submittal. Please email the Enumerations staff member that reviewed your project. d. Pre-plat reviews can be reviewed via “pdf” or in-person. The pre-plat will be stamped by Enumerations for accuracy and returned to the applicant and the planner. All payments to be mailed to RBD via a check or credit card payment over the phone. Plats should not be recorded prior to Enumerations stamping the pre-plat and receiving payment of plat fees. If any pre-plat changes occur, even if changes do not apply to Enumerations, we still need to re-stamp the pre-plat. The Enumerations stamped pre-plat copy should match the recorded document minus a few signatures.
