As requested, the Colorado Geological Survey (CGS) has reviewed the resubmittal (County No. VR2314, located at 38.9703, -104.6052). New reports include a Soil and Geology Study (RMG Engineers, Job No. 192061, September 18, 2023).

RMG states p.11 “The shallow foundation is anticipated to have a minimum 4 to 6 feet separation from the underlying seasonally fluctuating groundwater.” CGS has no objection to approval provided that a note be added to the Plat stating that no below-grade inhabitable space or basements be allowed at this site unless groundwater data is collected (monitoring program through all seasons of the year) demonstrating that there is also a 4-to-6-foot separation from the below-grade inhabitable area and the underlying seasonally fluctuating groundwater.

With this referral, we received the Letter of Intent (YOW Architects, June 13, 2023), Final Plat (Compass Surveying & Mapping, LLC, Project No. 22107, June 21, 2023), Soils and Geology Report (A Better Soil Solution, Job #23-0022, January 30, 2023), and other documents.

Per Appendix C of the El Paso County Engineering Criteria Manual and Section 8.4.9 of the El Paso County Land Development Code, a geologic hazard study should be performed. The Soils and Geology Report does not discuss the geology of the site or the potential geologic hazards associated with the site. The report discusses basements p.4 that may not be proposed for this development.

Available geologic mapping (Geologic Map of the Falcon 7.5 Quadrangle, Morgan, M.L. and White, J.L., 2012, CGS OF-12-05) indicates the site soils and bedrock are Alluvium four underlain by the Dawson Arkose. CGS recommends that the geotechnical report is updated to discuss the geology and the potential geologic hazards associated with the site (i.e., expansive soils, hydrocompactive soils, erosion, potential for groundwater, etc.). The report states p.2 “The Clayey Sand (SC) has been analyzed for its expansion and/or consolidation potential.” No test results have been provided and the lower blow count silty sands have not been tested for hydrocompaction.

CGS recommends a note be included on the final plat referencing the geotechnical/geology report and listing the geologic hazards associated with the site.

2. Enumerations will review the mylar prior to recording per usual procedure. No Enumerations fee will be due since the addresses are existing.
