CGS’s provided comments on 2/10/2023 for this site (38.9827, -104.6621) that remain valid and are generally repeated herein.

1. As noted on page 12 of Entech’s Soil, Geology, and Geologic Hazard Study (Entech Engineering, Inc., June 10, 2022), the hazards and constraints identified on this site (Retreat at TimberRidge) include shallow bedrock, expansive soils, artificial fill, downslope creep, erosion, floodplain, ponded water, shallow groundwater, seasonal shallow groundwater, and potentially seasonally shallow groundwater areas. All geologic hazards and constraints associated with the site should be included on the final plat.

2. Sheet 2 of the final plat shows areas of Potential Seasonal Shallow Water and states, “Potential Seasonal Shallow Water, No Buildings/No Septic, see General Note No. 31”, however, these areas are indicated for lots 1-3 only. Entech has mapped potentially seasonal shallow groundwater areas on the east side of Sand Creek that lie within defined drainages in the majority of the lots that are not shown on the final plat. These areas/lots should also be noted on the final plat.

3. In the test borings drilled for Entech’s June 10, 2022 study, groundwater was encountered in one of the test holes at 14.5 feet below grade during drilling. Groundwater was encountered in Entech’s previous study during the preliminary plan application (Entech Job No. 170020) at depths of 5 to 17.5 feet below existing grades. Just as the natural drainages within the site will vary in flow rates annually and over differing years, shallow groundwater conditions are expected to fluctuate with differing precipitation events and seasons. We concur with the use of an underdrain system as planned for this subdivision (note 31 of the final plat). Even with an underdrain system, basements or other below-grade habitable spaces may be impacted by shallow groundwater. The most positive approach to determining potential shallow groundwater impacts on any planned below-grade areas is with a groundwater monitoring program. If basements are planned or overlot grading operations result in deep cuts, CGS recommends the county require a groundwater monitoring/observation program. This program should include measurements through all four seasons combined with a discussion of regional precipitation trends that can periodically increase the fluctuations expected in groundwater elevations.

4. An underdrain system should be allowed ONLY if it can gravity discharge to a daylight outfall or is connected to an existing underdrain system that gravity discharges to a daylight outfall. Individual foundation perimeter drains are intended to handle small amounts of intermittent, perched water and may NOT be used as the sole mitigation of persistent shallow groundwater conditions.

5. Entech identified areas containing downslope creep but states on page 12, “It is anticipated that many of these areas will be mitigated by the overlot grading.” Once final grading is complete, Entech should review the grades to verify these areas will be mitigated. Entech’s recommendations should be incorporated into the design of foundations.

As noted on page 12 of Entech’s Soil, Geology, and Geologic Hazard Study (Entech Engineering, Inc., June 10, 2022), the hazards and constraints identified on this site (Retreat at TimberRidge) include shallow bedrock, expansive soils, artificial fill, downslope creep, erosion, floodplain, ponded water, shallow groundwater, seasonal shallow groundwater, and potentially seasonally shallow groundwater areas. Entech makes appropriate preliminary recommendations for mitigating the site’s hazards. We offer the following comments and recommendations.

1. General note 32 of the final plat (Classic Consulting, December 8, 2022) references a Soil, Geology, and Geologic Hazard Study by Entech dated April 12, 2017, and revised December 1, 2017, that was prepared for the entire development. This note should be updated to reference Entech’s current study for Filing No. 3.

2. Sheet 2 of the final plat shows areas of Potential Seasonal Shallow Water and states, “Potential Seasonal Shallow Water, No Buildings/No Septic, see General Note No. 29”, however, it appears this should be note 32. Also, these areas are indicated for lots 1-3 only. Entech has mapped potentially seasonal shallow groundwater areas on the east side of Sand Creek that lies within defined drainages in the majority of the lots that are not shown on the final plat. These areas should also be noted on the final plat and directed to the correct general note.

3. In the test borings drilled for Entech’s June 10, 2022 study, groundwater was encountered in one of the test holes at 14.5 feet below grade during drilling. Groundwater was encountered in Entech’s previous study during the preliminary plan application (Appendix D: Entech Job No. 211066) at depths of 5 to 17.5 feet below existing grades. Proposed floor levels should be at least three feet (preferably five feet) above maximum anticipated groundwater levels and maintained year-round to reduce the risk of water infiltration into below-grade spaces and damp, mold-conducive conditions. CGS recommends no below-grade construction in areas with seasonal shallow groundwater levels within three feet of proposed floor levels. If basements are planned, or overlot grading operations result in deep cuts, CGS recommends the county require a groundwater monitoring/observation program prior to approval to determine if basements are feasible.

4. Page 11 of Entech’s revised report states, “In areas where high subsurface moisture conditions are anticipated periodically, subsurface perimeter drains are recommended to help prevent the intrusion of water into areas below grade.” Additionally, note 32 of the final plat states, “…Due to high groundwater in the area, all foundations shall incorporate an underground drainage system, maintenance of said underground drainage system shall be by the individual property owner.” An underdrain system should be allowed ONLY if it can gravity discharge to a daylight outfall or is connected to an existing underdrain system that gravity discharges to a daylight outfall. Regarding a request for approval of a final plat for Retreat at Timberridge Filing No. 3, Enumerations has the following comments:

1. Per Regional Building Code, section RBC312.8 addresses must appear on plats. Submit a 100 scale copy of the plat to our office for addressing. Place an (xxxx) on all lots and tracts which will require an address, in the location the address will be needed. Once addressing is completed, the addresses will be returned so that they may be placed on the mylar prior to recording.
2. Prior to recording, Enumerations will review the mylar for addressing, title block, street names and floodplain statement. A fee of $10 per lot/tract addressed, payable to Pikes Peak Regional Building Department will be due at the time of mylar review.
3. Provide a copy of the final recorded plat to Enumerations. Approval of any plans submitted for this development will be pending receipt in our office of a copy of the final recorded plat.

• Make an appointment to go over pad locations and mailboxes
• Building and Site plan showing proposed locations of mailboxes
• Type of mail receptacle proposed for development
• Elevation sheets for approval – 4C receptacles
• Mailroom dimensions (6’ between panels when facing each other)
• Mailboxes must be approved prior to purchase

Effective October 5, 2006, all new designs approved for NEW CONSTRUCTION AND MAJOR RENOVATION require U.S. Postal Service approved CBU’s to be installed.

Effective July 2020 all new apartment projects or apartment remodels must provide 1 parcel locker for every 5 mailbox compartments.

Once the information is submitted, we will follow-up with any additional questions, and we will set up a time to discuss the project for final approval.

Colorado Parks and Wildlife (CPW) has reviewed the plans for Retreat at Timber Ridge Filing No. 3 in El Paso County, Colorado. CPW is in receipt of the above referenced permit application and is familiar with the site. CPW has commented on the plans for the entire Retreat at Timber Ridge Area and comments for that project can be referenced in previous land use comments.
