As requested by the county (email, September 18, 2023), the Colorado Geological Survey (CGS) has reviewed the submittal (County File # SP234, located at 38.7606, -104.678). Documents relevant to our review included an Application (July 17, 2023), a Letter of Intent for Ray O. 5.2 Preliminary Plan, a Preliminary Drainage Report (Kimley Horn, Project # 096668022, November 3, 2022), Preliminary Plan Drawings (Dakota Springs Engineering, Project Number 0219-06, October 25, 2022), and a Soils and Geology Study (Entech Engineering, Job No. 230745, June 20, 2023). CGS generally agrees with Entech’s geologic interpretation, identification of geologic hazards and constraints, and preliminary mitigation recommendations for the geologic conditions. The soils and geology report identifies artificial fill, expansive soils, shallow bedrock, erosion, and the potential for groundwater. Entech states, p.8, “Investigation on each lot is recommended prior to construction.” Lot-specific investigations should be required for each lot prior to construction, and this requirement should be listed on the plans. These site-specific investigations, testing, and analysis are necessary to evaluate the swell potential of the soils, if fill is present, the potential for groundwater, and for designing foundations, floor systems, subsurface drainage, pavements, etc. Entech states that some fill is associated with a large stockpile in the southern portion of the site and that p.8, “We would anticipate that the fill piles would be removed during site grading.” CGS recommends that this be required, and a note be placed on the plans about removing fill stockpiles. On p.6, they state, “The placement of fill for the Trails at Aspen Ridge was observed and tested by personnel of Entech.” And “The fill on this site is considered controlled for construction purposes.” CGS recommends records of fill placement be provided as a condition of approval for this subdivision. As recommended by Entech, the presence of fill, both controlled and uncontrolled, should be evaluated during required lot-specific investigations. A modified roadway cross-section and design standard are sought to build private roads as the Engineering Criteria Manual (ECM) allows. The ECM indicates that the private roads must be posted and identified on the plat. Roadway design may be impacted by the presence of expansive soil and bedrock and fill. The fill may be uncontrolled and may be expansive. Bedrock may be shallow, and Entech provides recommendations should groundwater be encountered. These geologic conditions impacting the roadways should be evaluated during site-specific investigations. Cut slopes as steep or steeper than 3:1 (horizontal to vertical) are shown in the northwest corner of the plan. The geologic reports submitted do not discuss the stability of cut slopes, maximum cut slopes, or heights for the site or the type of erosion control necessary for these slopes. Before approval of the preliminary plan, CGS recommends that the geotechnical engineer verify that the slopes shown on the Preliminary Plan meet their slope stability criteria and if they will need erosion control. Entech states that p.11, “The majority of these conditions can be mitigated through proper engineering design and construction practices.” CGS recommends that the geotechnical engineer clarify and specifically state which geologic conditions cannot be mitigated through proper engineering design and construction practices, if any.
